First off, this had a really forced storyline. We know Homer isn't a great father, and we know Bart and him don't always get along! Give it a rest! There wasn't anything particularly funny either, Homer was an annoying jackass, and Tony Hawk and Blink 182 were pointless "Look at me! I'm on the Simpsons to increase my popularity and gain ratings for them" style guest stars(although I'm glad Blink 182 only got a few seconds of air time). In other words, it was the typical, overproduced, hyper/wacky episode these days.
If the episode had stuck with the Bart away from home/feud with Homer idea, it would have been decent, but as soon as those elevator doors opened, it immediately switched to a Homer-centric/celebrity-driven wacky episode that almost completely strayed from the original idea. They even had Hawk point that out in the end - "The point was to be nice to your son, not impress him!" or something like that.
I can't help but think that the whole point of the 3rd act was to make the show even more "hip", with trendy guest stars that especially appeal to 12 year old boys. And, since the 12 year old boys are watching, lets throw in tons of the annoying jackass version of Homer they love soo much.
Just like "Strong Arms of the Ma", this was decent until the 3rd act, when it just turned too surreal and wacky. The 3rd act is really the most important act of the show, and when they blow it, it really hurts the entire episode.
