Ah, Season 10. I'm in two minds about this one. On one hand, it's considerably better than anything following it (with the possible exception of an early Jean season or two). On the other, it's considerably worse than anything preceding it. Welp, here are my grades:

The swift decline of the show from brilliant to mediocre is complete. The characters and stories have drastically fallen in two short years. If there's any solace to 10, it's that it's better than the ensuing Scully seasons and the latter Jean seasons. At its best, season 10 approaches an average season 9 episode. At its worst, it's like your average season 11 episode.

Pretty good episode. The subplot is very good for a typical crazy Homer plot.

Great plot and good emotion and humor. My only complaint would be that Bart acts a bit out of character at points but other than that is a very good episode.

Awesome episode. The second best thoh behind thoh V.

Meh, another of those wacky guest star episodes where Homer acts like a jerkass.

The plot is typical of the time but still a funny episode.

Great story and humor and characterizations second favorite of the season next too thoh IX.

Ugh, Homer was such a jerkass here that i was delighted too see a car crush him.
Mayored To The Mob: A-
Hilarious episode and the guest cameo is probably the best of the Scully-era.
Viva Ned Flanders: D+
Good first act but the rest is pretty dumb and Homer is jerkass again.

Great humor and satire and plot.

Some very funny jokes but the plot is stupid and Burns characterizations is pretty horrible.

Stepen Hawking was great but the rest was pretty meh.

Funny episode.

Jumps around a lot in quality. Some bad episodes, two downright horrible episodes, some good episodes, a couple of great ones, and a couple of average episodes as well.

Great post. I completely agree that it was the biggest drop in quality by season in the show. The one episode where we seem to differ a lot is Maximum Homerdrive. I quite like that one and don’t really consider Homer responsible for Red’s death. It’s one of the funniest episodes of the season. I don’t think Bart the Mother is 5/5-worthy, though. It’s fine, and it has some good conflict moments between Bart and Marge, but it isn’t really memorable to me.

Still, very insightful post. I always enjoy your analyses.

I agree that Homer isn't directly responsible for Red's death and I have far more issues with the episode beyond that, but it makes me very uncomfortable nonetheless. He wouldn't have died had Homer not been an ass and goaded him into the challenge. It's a slippery slope that leads us down a path that ends with Alone Again, Natura-Diddily, which for me is the worst episode of the series for its callousness.

Bart The Mother is basically Marge not be Proud without the humor. And yet it's still one of the less bad episodes in season 10. Note I didn't say better, as that implies it was actually good.
