The drunk topic is always sleezy, especially, if saying about "dry law" The episode should be better, perhaps, by adding with more memorable moments, and more "clever" twists development.
I appreciated the parody on "government wrong law" in the view of Rex Banner and his disability to see the obvious Beer Baron (it's HOMER). I really laughed of these manifestations.
Homer's scheme was cartoonish, but really impressed (even Marge appreciated it).
I think, my scores will tell about the episode better, than I did.

IMHO, the 3rd worst episode in season 8 (in my personal list) (unpopular opinion, but I don't care see the end of my signature. In fact the 73 is shared by several eps. in the season, but this one has the worst story part)
