The way it is now is that if they air a new episode of The Simpsons each Sunday before Memorial Day weekend, that will bring the total number to 20 episodes this season. The only solution now would be to show 2 new episodes on some Sundays or to air some episodes on another day of the week.

I am thinking that the strike will now evolve to there being half of each production run being holdovers. After all in the early seasons there were only 2 episodes that were held over and the amounts gradually got higher.
With only 12 episodes airing as a part of the current season so far and with only 11 Sundays left from March 17th to May 21st the possibility of there being fewer than the average number of episodes this season is getting clear.
With "Lisa Gets an F1" being the last episode that was in production during both strikes, I wonder how long it will be before a new episode airs after that one.
They could instead have Sideshow Bob's brother Cecil take over as Bart's nemesis if David Hyde Pierce manages to outlive Kelsey Grammer.
However, I do agree with you since I think it would be in bad taste to recast Sideshow Bob since many of those episodes involve attempted murder.
